Definition of Class
- Performs professional and administrative duties including supervision. Responsible for the strategic planning, development, and implementation of programs that meet the educational, informational, cultural, and recreational needs of the community. Oversees programming librarians and support staff, manages programming budgets, and collaborates with community partners to enhance program offerings.
Duties & Responsibilities
- Develop and implement a comprehensive programming strategy for all library branches.
- Manage and mentor a team of program librarians and other staff involved in program delivery to develop and execute innovative programs for the library community.
- Collaborate with Assistant Director of Branch Services and Branch Supervisors to tailor programs to the specific needs of each community.
- Develop partnerships with local organizations, schools, and businesses to collaborate, to expand program reach and impact.
- Manage program budgets, ensuring efficient use of resources and alignment with financial goals.
- Work closely with the Library Director and Communication Coordinator on internal and external reporting.
- Work with Communications Coordinator to promote library programs through various marketing channels, including social media, newsletters, and community events.
- Stay current with trends in library programming and community needs, incorporating innovative ideas into the program offerings.
- Ensure compliance with all relevant policies, procedures, and regulations.
- Hold department meetings to facilitate the smooth delivery of information and updates regarding policies and procedures.
- Serve as manager-in-charge of the Library during evening and weekend hours on a rotating basis.
- Perform all other duties as assigned by Library Director.

- Ability to analyze data and prepare comprehensive reports.
- Strong search skills in databases and on the web.
- Proficiency in Microsoft Office Suite.

- Ability to work flexible hours including evenings and weekends.

Minimum Requirements
- Master’s degree in Library Science (MLS/MLIS) from an ALA-accredited program, a Master’s degree in an education-related field, or equivalent experience in program management.
- At least 5 years of experience in program development and management, preferably in a library or educational setting.
- Must have regular access to transportation during the workday to travel to library facilities and partner organizations as needed.
- Ability to lift and carry program materials, including books and equipment up to 50 lbs.
Conditions Of Employment
- The selected candidate will be pre-employment required to obtain, at their own expense, three forms of clearance, including PA State Police Criminal History Record Check; PA Child Abuse History; and FBI Criminal History Background Check including finger printing.
