Definition of Class

  • Under direction and supervision of the Elections Facilities and Equipment Manager and the County Clerk, will assist the Manager in duties related to the conduct of elections, the upkeep, maintenance, repair, preparation and programming of the County voting machines; the maintenance and security of the County warehouse facility and also directs temporary staff. Perform more routine duties while learning election laws and regulations and County policies and procedures.

Duties & Responsibilities

  • Assists the Elections Facilities and Equipment Manager in the testing and programming of the voting machines and electronic poll books used in Primary and General Elections.
  • Prepares voting machines and electronic poll books for use in Primary and General Elections.
  • Inventories materials and supplies used during elections.
  • Participates in preparing, packing, and verifying election supplies for distribution, and other precinct supplies for polling places.
  • Assists in other areas as needed, which may include sorting ballots, unpacking election supplies, assembling precinct manuals and books.
  • Maintains voting machines and electronic poll books; arranging for updates and repairs as needed. Maintains and secures warehouse facility and its contents.
  • Maintains cleanliness within the voter’s warehouse
  • Assists in all Election Day preparations and activities as needed
  • Assists in the coordination of shipping of voting machines, electronic poll books and supplies to and from polling places and election officials.
  • Assists in preparation of election equipment certificates
  • Works with community groups to secure and/or maintain accessible polling places.
  • Assists in reappointment and division of voting districts.
  • Maintains records and files of current and past elections as well as departmental files to comply with laws pertaining to the retention and disposition of County records.
  • Performs research and gathers information on laws and regulations relating to elections.
  • Maintains inventory of supplies and initiate requests for new or replacement material
  • Participates in poll worker training and developing training materials and memorandum for precinct workers and other temporary staff.
  • Performs a variety of office support work such as maintaining files, preparing letters, and data entry and retrieval.
  • Assists in verifying the accuracy of election equipment, ballots, and other election materials.

Knowledge, Skills, & Abilities

  • Knowledge of Windows based computer systems for programming voting machines.
  • Knowledge of required procedures for voting machine preparation and programming.
  • Knowledge of Pennsylvania Election Law and related procedures.
  • Knowledge of procedures for maintenance, preparation, security, and delivery of voting machines for use on Election Day.
  • Basic business data processing principles and the use of a personal computer.
  • Basic inventory control methods and techniques.
  • Warehouse and inventory procedures and principles.
  • To flourish in a team environment.

  • Reading, interpreting, and explaining regulations, laws, rules, and procedures.

Minimum Requirements

  • High School Diploma or GED
  • Must be able to Lift a Minimum of 50 lbs
  • Must have a Valid Driver's License

Preferred Qualifications

  • Two years of clerical or office support work including at least one year of experience that involved the explanation of rules and regulations to the public.
  • Understanding of and experience in database management, a strong understanding of and ability to use Microsoft Office products (including but not limited to Microsoft Word and Excel), various software applications included with Windows operating systems, and the ability to learn new software applications.
  • Associate's degree or professional certification highly preferred, plus four years of experience in a related field, or an equivalent combination of related education and experience.

Conditions Of Employment

  • The selected candidate will be required to obtain PA State Police Criminal History Record Check.
