Definition of Class

  • Professional fiscal/administrative work supervising and/or administering the financial operations in a human services agency or assisting an administrator.
  • Administers the financial operations. Work involves budget development; maintenance of a complex fiscal and accounting structure; the review and monitoring of agency receipts, budget and expenditures or fiscal/accounting operations of program funded and fee-for-service provider agencies; and conducting internal program reviews/audits and reviews and audits of small scale provider agencies. Work also involves responsibility for fiscal/budget forecasting, development of indirect cost allocation and settlements, fiscal monitoring of contracts, among other fiscal areas.

Nature of Work

  • Serves as the director of fiscal management for a county human services agency preparing or assisting in the preparation of budgets, supervises program funded and fee-for-service provider agencies and conducts and reviews small-scale audits of provider agencies. He/she may also provide training and technical assistance to provider agencies in budget preparation, fiscal management and the preparation of fiscal reports and/or payroll documents for the agency. This position can require meeting with county, state or federal representatives or other public or private individuals and a variety of other fiscal supervisory requirements.

Duties & Responsibilities

  • This position directs the total fiscal operations of the Erie County Office of Children and Youth. The position serves in a management, supervisory, and accounting capacity for the fiscal operations of Office of Children and Youth. The position reports directly to the Department of Human Services Manager of Accounting.
  • Manage and direct the functions of the Office of Children and Youth fiscal unit. Directly supervise 6 staff (total unit of fifteen) to accomplish the completion of Federal, State, and local fiscal reporting; revenue collection; payroll reporting; cash receipts and banking transactions; purchasing; contracts; accounts payable; fixed asset recording.
  • Review and approve all expenses and expenditures. Monitor and account for all revenue earned, billed, and received. Classify all transactions by account number. Prepare or approve all general ledger entries. Prepare monthly financial statements and review for accuracy before distribution to County Finance Office and program managers. Prepare correcting entries when necessary.
  • Prepare annual line item budget. Participate in meetings at all levels in development of annual County and State (Needs Based Plan) budgets. Prepare worksheets and analyses as needed. Review monthly and quarterly fiscal reports for budget variances. Prepare requests for budgetary transfers or amendments as required.
  • Participate in development and initiation of purchase of service contracts and agreements with placement providers and professional service providers.
  • Monitor and report special grants' expenditures. Provide detailed accounting and worksheets for reporting and audit review.
  • Liaison to County and State fiscal offices and auditors. Provide data as requested and answer queries regarding fiscal issues. Implement process changes identified by audits or oversight offices as needed.
  • Maintain knowledge of applicable regulations and current accounting pronouncements. Develop and implement methods of budgetary and internal controls as needed or required.
  • Meet with Management team regarding budget and fiscal performance.

Knowledge, Skills, & Abilities

  • Knowledge of the principles of public fiscal administration, accounting procedures, basic capabilities of electronic and data processing as it relates to fiscal operations, social welfare program planning/operations and modern office management methods. Should possess the abilities to identify and analyze trends to provide fiscal and budgetary forecasts, plan, assign, review and supervise staff consisting of technical, professional and/or clerical workers, express ideas effectively orally and in written form, and establish and maintain effective working relationships with county, state or federal officials as well as public or private administrators, associates, subordinates and representatives of provider agencies.

Minimum Requirements

  • Minimum of 1 year as a County Fiscal Officer 1 or 2 years Accounting or Budgetary Experience with 6 College Credits in Accounting or 4 years Accounting or Budgetary Experience and a Business related Associate's Degree, including 6 College Credits in Accounting

Supervision Received

  • Work is performed with considerable independence under the direction of Department of Human Services Assistant Manager of Accounting and is reviewed through reports and conferences.

Conditions Of Employment

  • Required to provide and are subject to Pennsylvania criminal and child abuse clearances as well as an FBI fingerprint clearance.
